Resolution:
Services are set to Automatic restart but however in some cases it does not restart as expected. For that we have to manually restart the SIA. In this BOBJ Prod SIA did not restart as expected and I have manually restarted the services. On Windows, you use the Central Configuration Manager (CCM) to start and stop the SIA.
